Buddy of mine has rental property.
He got sick of cable companies drilling holes in walls.
He installed a 4x4 box in the middle of every wall of every room in the house or apt.
Each of these boxes has a run of "blue smurf tubing" back to a master backboard in the garage.
Phone, internet, cable etc comes to this board and stops as far as the provider is concerned.
Steve then fishes it from there to the desired 4x4 box and instals an apropriate cover where the service is needed.
Its much nicer and tenants who want to feed music from one room to another Steve can do that too.

I suspect this house was partially set up this way, but not every wall had a box.

Previous occupants probably didnt understand it, so they just let the utility companies go wild.

The issue with all services coming in through the master conduit and terminating on the junction board is part of the lease.
Tenants who allow cable companies to drill holes in walls are served with a 3 day notice.
